Overview: Bayanihan to Heal as One’ Act – Law that provides a national policy, enabling the president to exercise additional powers in a state of national emergency to mitigate transmission of COVID-19, mobilize assistance in providing basic necessities to all citizens, implement measures to prevent overburdening of the healthcare system, provide immediate healthcare/tests/treatments to all types of COVID-19 Patients, PUIs, and PUMs, and undertake social amelioration programs and safety nets to all affected sectors, ensure readily available funding from internal revenue sources, and partner with private sectors and other stakeholders to deliver the programs efficiently, among other concerns.

Evidence/Justification: President Rodrigo Duterte issued Presidential Proclamation No. 922, entitled “Declaring A State of Public Health Emergency in the Philippines” and Presidential Proclamation No. 929, placing the entire Philippines under A State of Calamity in response to the global COVID-19 outbreak and the rise of the number of COVID-19 cases in the Philippines. DOH and Inter-Agency Task Force for the Management of Emerging Infectious Diseases recommended raising of COVID-19 Alert System to Code Red Sublevel 2. DOH continues to report increasing numbers of COVID-19 cases, thus posing a serious threat to the health, safety, and security of all Filipinos. Also, there is a severe disruption of economic activities due to COVID-19.
