Flagship Initiative

INGSA North America is being implemented as a flagship action-research initiative, grounded in local needs and oriented toward impact. It aims to strengthen science advice at the municipal level across North America in response to the complex challenges cities face in their decision-making processes.

The project maps and analyzes existing urban science advisory practices in Canada, the United States, and Mexico in order to develop a typology and identify the enabling factors and barriers to their institutionalization (individual roles, internal mechanisms, external partnerships, urban labs, joint commissions, etc.).

Building on existing databases, interviews, and comparative analyses, the project mobilizes a network of cities, researchers, and practitioners through dialogues, collaborative workshops, and targeted support for pilot cities. By documenting and disseminating inspiring practices, it contributes to strengthening cities’ decision-making capacity and generating transferable learning at the North American scale.

INGSA Amérique du Nord est déployé comme un projet phare de recherche-action, ancré dans les besoins du terrain et orienté vers l’impact. Il vise à renforcer le conseil scientifique à l’échelle municipale en Amérique du Nord, en réponse aux défis complexes auxquels les villes font face dans leurs processus décisionnels.

Le projet cartographie et analyse les pratiques existantes de conseil scientifique urbain au Canada, aux États-Unis et au Mexique afin d’en dégager une typologie et d’identifier les leviers et obstacles à leur institutionnalisation (rôles individuels, dispositifs internes, partenariats externes, laboratoires urbains, commissions mixtes, etc.).

S’appuyant sur des bases de données existantes, des entretiens et des analyses comparatives, le projet mobilise un réseau de villes, de chercheur·ses et de praticien·nes à travers des dialogues, des ateliers collaboratifs et un accompagnement ciblé de villes pilotes. En documentant et en diffusant des pratiques inspirantes, il contribue à renforcer la capacité décisionnelle des villes et à générer des apprentissages transférables à l’échelle nord-américaine.

INGSA América del Norte se implementa como un proyecto emblemático de investigación-acción, anclado en las necesidades del territorio y orientado hacia el impacto. Su objetivo es fortalecer el asesoramiento científico a nivel municipal en América del Norte, en respuesta a los complejos desafíos que enfrentan las ciudades en sus procesos de toma de decisiones.

El proyecto cartografía y analiza las prácticas existentes de asesoramiento científico urbano en Canadá, Estados Unidos y México con el fin de desarrollar una tipología e identificar los factores facilitadores y los obstáculos para su institucionalización (roles individuales, mecanismos internos, alianzas externas, laboratorios urbanos, comisiones mixtas, etc.).

Basándose en bases de datos existentes, entrevistas y análisis comparativos, el proyecto moviliza una red de ciudades, investigadores/as y profesionales mediante diálogos, talleres colaborativos y un acompañamiento específico a ciudades piloto. Al documentar y difundir prácticas inspiradoras, contribuye a fortalecer la capacidad de toma de decisiones de las ciudades y a generar aprendizajes transferibles a escala norteamericana.

Cité-ID Living Lab from ENAP

Cité-ID LivingLab, based at the École nationale d’administration publique (ENAP), is an action-research initiative dedicated to advancing innovative urban governance and public policy practices. Grounded in real-world challenges and oriented toward impact, it fosters collaboration between researchers, public institutions, community organizations, and citizens.

Through applied research, partnerships, and participatory approaches, Cité-ID supports cities and public organizations in addressing complex social and environmental challenges while strengthening evidence-informed decision-making. By experimenting with collaborative practices and sharing lessons learned, the LivingLab contributes to building more resilient, inclusive, and adaptive public institutions.
