
Supporting the policy systems underpinning the future of North America
Cities are facing increasingly complex urban challenges — climatic, social, economic, technological, and public health — within contexts marked by significant political, budgetary, and social pressures. Despite growing access to data, research, and innovation, scientific knowledge remains difficult to integrate in a structured and sustainable way into municipal decision-making processes. The challenge is less technical than institutional: it lies in cities’ capacity to mobilize, translate, and use knowledge to inform public action.
The scientific advisory council contributes to addressing this challenge by strengthening the interfaces between science, public policy, and communities. At the global level, the International Network for Government Science Advice (INGSA) supports this mission. In this context, INGSA North America (Canada, United States, Mexico) is being deployed as a flagship collaborative initiative aimed at strengthening cities’ capacities, structuring a community of practice, and generating comparative and transferable learning at the regional scale.
