Convocatoria para postular al cargo de Presidente de INGSA LAC

La Red Internacional de Asesoría Científica Gubernamental (INGSA) invita a científicos, académicos y profesionales en la vinculación entre ciencia/política, residentes en América Latina y el Caribe a postularse para el cargo de presidente del Comité Ejecutivo del Capítulo Regional de INGSA América Latina y el Caribe para el período 2025-2027.

Objeto:

Seleccionar un nuevo presidente del Comité Ejecutivo de INGSA LAC. El mandato tendría una duración de 3 años (2025 – 2027) con posibilidad de renovación por un período equivalente.

Las funciones del cargo se detallan en el Anexo I de esta convocatoria.

Antecedentes:
El Capítulo de América Latina y el Caribe (INGSA-LAC – https://ingsa.org/chapters/lac/) es un brazo regional semiautónomo de INGSA. Está compuesto por un Comité Ejecutivo y un Oficial de Programa Regional, y tiene como objetivo brindar oportunidades de creación de redes y desarrollo de capacidades en asesoramiento científico y diplomacia científica en la región.
Desde su creación en 2017, INGSA-LAC ha fortalecido su presencia en la región como espacio de referencia en el vínculo entre ciencia y políticas públicas. En este nuevo período, el Capítulo abre la convocatoria para designar una nueva Presidencia y avanzar en la definición de una sede institucional que acompañe sus actividades con apoyo administrativo.

Requisitos para los postulantes:

Los postulantes deberán contar con experiencia práctica y/o académica en la relación entre el conocimiento científico y las políticas públicas de la región. Además, se valorarán las habilidades gerenciales basadas en el liderazgo de proyectos, redes y/o instituciones regionales que hayan contribuido a la vinculación entre el conocimiento y la política, por ejemplo, con la formulación de programas, planes, iniciativas y políticas públicas en los países de la región u organismos internacionales que operan en América Latina.

También se espera que los postulantes presenten una visión para la sostenibilidad del Capítulo. Por ejemplo:

  • Proponer a su organización como posible sede institucional durante su mandato;
  • Identificar una organización aliada con la que INGSA LAC pueda coubicarse;
  • O demostrar capacidad para vincular al Capítulo con una organización interesada en asumir dicho rol.

La organización que asuma el rol de sede institucional será responsable de la gestión administrativa y financiera del Capítulo, incluyendo la administración de fondos, asociándose estrechamente con el Capítulo en sus actividades en la región y beneficiándose de las sinergias permitidas por las extensas redes internacionales del Capítulo.
Nominar a una organización para albergar el Capítulo no es un requisito excluyente, pero se considerará positivamente durante el proceso de selección.
Quienes propongan una organización anfitriona, el postulante deberá evaluar los siguientes aspectos:

  1. La capacidad de la organización para proporcionar gestión financiera, auditoría e informes de los fondos de INGSA.
  2. La posibilidad de que asumir las responsabilidades laborales del Oficial de Programa Regional y brindar apoyo administrativo.  
  3. Cualquier condición o requisito que pueda tener la organización para asumir la responsabilidad de convertirse en la sede de INGSA LAC.

En caso de que la institución vinculada al postulante manifieste interés, deberá incluirse en la solicitud una carta oficial que exprese la disposición, capacidades y antecedentes institucionales para asumir esta responsabilidad, junto con cualquier condición específica.

Documentación a presentar:

  • Carta de presentación (máximo 500 palabras): deberá incluir una descripción de la trayectoria del/la postulante y sus motivaciones para asumir la presidencia de INGSA LAC. Asimismo, deberá presentar su visión sobre la sostenibilidad del Capítulo durante el período de gestión. La carta podrá redactarse en español, portugués, francés o inglés.
  • Currículum vitae breve que destaque experiencia en la gestión de redes internacionales.
  • Carta de aval institucional: se deberá adjuntar una carta de respaldo emitida por la institución de pertenencia del/la postulante, en la que se exprese su apoyo a la postulación y se garantice la ausencia de conflictos de interés.
  • [Opcional] Carta oficial de la institución interesada en convertirse en sede del Capítulo, incluyendo descripción de capacidades y requisitos institucionales..

Call to apply for the position of Chair of INGSA LAC

The International Network for Governmental Science Advice (INGSA) invites scientists, academics and scientific advisory professionals residing in Latin America and the Caribbean to apply for the position of Chair of the Steering Committee of the INGSA Latin America and the Caribbean Regional Chapter for the period 2025-2027.

Object
To select a new Chair of the INGSA LAC Steering Committee. The Chairship would have a duration of 3 years (2025 – 2027) with the possibility of extension for the same period.
The functions of the position to be filled are detailed in Annex I of this call.


Background:
The Latin America and the Caribbean Chapter (INGSA-LAC – https://ingsa.org/chapters/lac/) is a semi-autonomous regional arm of INGSA. It is comprised of a Steering Committee and a Regional Program Officer to provide networking and capacity building opportunities in science advice and science diplomacy in Latin America and the Caribbean. As a critical element of INGSA’s global network, the LAC Chapter is also internationally engaged through the global network
Since its creation in 2017, INGSA-LAC has established itself as one of the key players in the practice of science to policy in the region. To continue this growth and impact. INGSA-LAC is renewing the management of the Chapter. As part of this renewal, the Chapter is also looking to find an institutional home that can provide some administrative support to the Regional Chapter.


Requirements for applicants:
Applicants must have practical and/or academic experience in the relationships between scientific knowledge and public policies in the region. In addition, candidates must have managerial skills based on the leadership of regional projects, networks and/or institutions that have contributed to the linkage between knowledge and policy, for example, with the formulation of programs, plans, initiatives and public policies in the countries of the region or international organizations operating in Latin America.

Applicants will also be expected to demonstrate that they have a vision for the sustainability of the Chapter. For example:
• The applicant might be able to propose that their organization become the institutional home of the Chapter during their tenure as Chair;
• Or the applicant might be able to identify a similar organization that INGSA-LAC can colocate with;
• Or the applicant might be able to provide evidence of being able to credibly connect the Chapter with an organization willing to become the institutional home.

By becoming the institutional headquarters of the Chapter, an organization assumes responsibility for administering and distributing the Chapter’s funds, partnering closely with the Chapter in its activities in the region and benefiting from the synergies enabled by the Chapter’s extensive international networks.
Nominating an organization to host the Chapter is not mandatory or a necessary condition to apply for the Chair role. However, it will be considered as part of the selection process.


Prior to nominating an organization as a potential host of the Chapter, the applicant must evaluate the following aspects of the organization:
a. The ability of the organization to provide financial management, auditing and reporting of INGSA funds.
b. The potential for the organization to take over the employment responsibilities of the Regional Program Officer and provide appropriate administrative support for the role.
c. Any conditions or requirements that your organization might have in assuming the responsibility of becoming the headquarters of INGSA LAC.
If the institution to which you are linked expresses interest in becoming the institutional headquarters of INGSA LAC, please include in your application an official letter indicating the willingness, capacity and background of the organization to assume this role. Please also specify whether the organisation has institutional conditions or requirements that must be taken into account.

Documentation to be submitted
− A letter that includes a brief description of your experience and motivations for taking on the role of Chair. It should include an outline of your vision for the sustainability for the Chapter. The letter should not exceed 500 words and can be submitted in Spanish, Portuguese, French or English.
− A short resume or resume summary highlighting your background in the industry, as well as your experience in managing international networks.
− Finally, you must attach a letter of institutional endorsement from the institution to which you belong to show their support for you taking on the role and to ensure the absence of conflicts of interest.
− [Optional] If the applicant’s institution wishes to become the institutional headquarters of the Chapter and assume the responsibilities and benefits of this relationship, please provide an official letter indicating this interest and describing the institutional capacities offered and their background as well as if you have any particular requirements.
