Dr Orakanoke Phanraksa is an Intellectual Property (IP) policy specialist with the Technology Licensing Office, Technology Management Center at the National Science and Technology Development Agency, Thailand, as well as a strategic advisor to the Minister of Higher Education, Science, Research, and Innovation (MHESI) of Thailand.

Dr Phanraksa is also currently the Co-Chair of the Licensing Executives Society International-Industry-University-Government Transactions Committee (LESI-IUGT), and the Interim Co-Chair of the ASEAN Young Scientists Network. Since 2010, Dr Phanraksa has played a key role in forming a policy framework to promote and strengthen technology licensing offices and IP professionals in academic institutes in Thailand.
