Dr. Mu is President of the Chinese Association of Science and S&T Policy Research, professor at the Institutes of Science and Development of the Chinese Academy of Sciences, and at University of Science and Technology of China. He is also director of the Research Center for National Frontier S&T Integration and Innovation of University of Chinese Academy of Sciences. Dr. Mu is a council member of the United Nations University, and the Board member of The International Network for Governmental Science Advice (INGSA).

Dr. Mu has more than 30 years research experiences in the fields of S&T and Innovation Development Policy, Technology Foresight, and International Competitiveness of Hi-tech Industry. He is the editor-in-Chief of the Journal of Science Research Management, and the Journal of Innovation and Development Policy. Besides, he is honoured president of the China High-tech Industry Promotion Society, Vice President of China Intellectual Property Society, a member of the 10th Plenary Session of the Chinese Association for Science and Technology, the Beijing Municipal Advisory Committee for Science and Technology Strategic Decision. He was director-general of the Institute of Policy and Management of Chinese Academy of Sciences (CAS), the Dean of the School of Public Policy and Management of University of CAS.
