
History of INGSA North America
The creation of the North American chapter of INGSA stems from a process initiated in 2019 by the Office of the Chief Scientist of Québec, during meetings held alongside the annual conferences of the American Association for the Advancement of Science (AAAS). These discussions aimed to mobilize stakeholders and explore the potential of science advice at the municipal level. This reflection gained an international dimension during the INGSA Annual Conference held in Montréal in September 2021, where Professor Rémi Quirion advanced a vision positioning cities at the heart of achieving the Sustainable Development Goals.
Embedded in INGSA’s 2022–2025 strategic plan, this orientation led to the creation of the INGSA North America network, aimed at strengthening evidence-informed decision-making within municipalities across Canada, the United States, and Mexico. Several summits and meetings contributed to developing the network and better understanding regional needs, notably at AAAS conferences and the Cities Summit of the Americas. These exchanges culminated in 2025 with the official launch of INGSA North America by Professor Marie-Christine Therrien and Professor Rémi Quirion at the 2025 Canadian Science Policy Conference (CSPC) in Ottawa.
